Can flashing a phone remove all the virus that even anti virus and reseting cant remove?

I've tried almost everything to remove it except flashing. The virus/malware causes my phone to hang so i have to restart it EVERYTIME. Im using kitkat alcatel flash plus. The virus look like chinese btw. Thanks in advance

A fresh install of the OS, you mean? Yes, that may be necessary if all else, including Factory Reset, has failed, and if it is possible for your particular device.
