Popups and virus applications remain after factory reset android

So I have an android tablet that has a bunch of popup viruses and applications that automatically install without my permission. I have done a factory reset both via settings and also via the recovery menu (doing both cache wipe and factory reset).

However when I powerup the device after doing so the chinese popups and chinese application installations still occur!

I also tried encrypting all my data before a factory reset and the damn viruses still remain. I also tried using a pin and pressing the reset button on the device and they still remain.

How can I fix this problem? Any help would be great since I am baffled with what to do from here

Perhaps try once more, but before doing so, uncheck Automatic Restore in Backup & Reset.
If no go, you may need to do a fresh install of the OS, if possible for your device.
 
Welcome to Android Central! Try another factory reset, but this time go to Settings>Backup & Reset first, and uncheck Automatically Restore. Then do the reset. After fiinishing the Setup Wizard, go immediately to the Play Store and stop any app from automatically installing. Now see if the problem persists.

If it does, then the malware has likely installed itself to the system root, which makes it very difficult to remove. You'd have to try reinstalling the stock firmware, if possible--but this can be difficult if it's some no-name or off-brand tablet.

The other thing to consider is that these apps were actually intended by the manufacturer to install automatically (especially if it is some no-name direct-from-China device). Did this happen ever since you got the tablet, or only after a while?
