'Google' is not an option when I try and sync or add a contact

Using an HTC One M7. My gmail syncs fine, but contacts do not. In fact there isn't even an option to add a contact via Google on the phone. The only options are Phone and SIM.

I've checked all sych options, People is selected. It does appear to 'sync' without any issues but my contact folder remains empty, save for my profile (which is set up to my gmail account).

I've deleted my account a few times, cleared data/cache, etc. Nothing works.

Oddly enough when I open gmail on my phone, and type an email, it does pick up my contacts...

Any thoughts/suggestions would be appreciated.

Yes - the contacts are all on my desktop/online version of Gmail. In fact the contacts appear on a second Android phone that I use issue is only occuring on my HTC One M7
 
I can only think of two things to try:
1. Resetting app preferences. Go into Settings>apps>menu>reset app preferences. This will clear all defaults set, and restore disabled apps to an enabled state. This sometimes helps with some Google issues.

2. A factory reset. They aren't fun, I know, but sometimes, it's what needs to be done.
