It says my Order is at a High Risk - I don't know what to do!

I have my google account for a while but this is the first time I added money onto it.
I added 25 EU on to it and I want to buy a in-app purchase for a subscription and every time it says, that it get's cancelled because of a High Risk.
I put my billing Info and such in, but I haven't gotten a verification E-mail.
Please help me!
