How can I link my Google account to Android Pay?

According to the info that I am finding on Android Pay, I can link my cards that are already connected to my Google Account to Android Pay. However, I am not seeing in the app how to do that. When I try to add those cards manually to Android Pay, I get a message that says, "bank not accepted". I have cards from a major bank, Chase and a Credit Union, Golden One and have never had issues with other payment apps, except this one. Is there a way to fix this? I really want to use Android Pay, but can't because they don't except my bank, which I think is ridiculous. Please let me know if there's a way to add my cards through my Google Account that I am missing. My banks are accepted by my Google Account just fine.

Google account is completely different from Android Pay.
