sim card detected but cant connect to server

I have bars, but on icon of carrier (att) cant get on wifi, either.. keeps trying to connect. My broken phone is a sgh-1747.. now I'm trying to use a samsung galaxy s4 i9500, china made.. it worked before with other person using att...I can get text, but no pictures.

Sounds like either 2 bad phones or a problem with your account settings. Try your local AT&T store.
