asus nexus 7 will not charge when turned off after battery replacement

also when i power it up after the new battery it goes to a backlit screen for 5-10 seconds b4 moving to the google logo
when the device is turned off and i plug in the cable to charge it the screen shows the charging information as per normal but with the second battery it seems to be losing power after i leave it on charge when it turned off.
my device is unrooted and stock os.
i tried turning it off in the boot menu
i made sure the conections are plugged in correctly
i even tried wiping my cache

Hi, when you say new battery - did you replace this yourself or did you sent it away to be fixed? if the latter, I would suggest taking it back to wherever installed the new battery and get them to look into it.
