How to bypass the setup wizard on Verizon lg G4 lte at the original Google verification option

I factory reset the phone after I had bought. And I made it to the google account set up and it keeps resetting me to the beginning of the main setup.

If it requires a previous owner's details, the phone will remain unusable without them.
