How can I remotely enable USB Debugging on my Galaxy S4?

I finally managed to break my phone. I dropped my S4 and it ended up shattering the LCD. I have been looking at ways to access my texts and call logs but nearly every solution (including Dr. Fone) requires that I have USB Debugging enabled. Since my screen is broken (no colors, black screen, probably does not respond to touch), is there any way that I can remotely enable USB Debugging from my PC or Mac? Ive gone through plenty of other forums with similar but not exactly the same situation.

Any help is greatly appreciated!

P.S. I would like to avoid paying the $140 some dollars to replace my LCD.
