Why are text not joined with the picture anymore in texting?

My phone just updated a few days ago and I received a notification saying that text and pictures will now be sent as two different messages. Pictures take longer than text to send, so its can lead to miscommunication when you write a caption for something and that something doesn't appear for 5 or more minutes. Is there any way to fix this?

It popped up the first time I opened messages after the update.
