My problem is that when I click on the three dots on a HD video, there is no option to change the quality. The only options are to report & add subtitles. But when I try a non HD video, I can change the quality (from 140-480). Is this only a problem for me or??

Check that you are running the latest version of YouTube from the Play Store (depending on your device it will be either 11.32.53 or 11.32.55 as of today).
