Why does my phone keep buffering

Buffering indicates that the internet path between the device and the server it's connected to (downloading from - whether you're saving the file or streaming it, you're still downloading) is slow. Since your carrier (or provider, if you're on wifi) has no control past their own connection to the internet, there's nothing you, or anyone else, can do about it.
