What is this accessibility camera and how do i turn it off

so i was just doing normal stuff with my phone (s7) and this thing just pops up. its has a purple border all over my screen and hase a blue line going up and down the screen. when i open an app with a camera (like instagram or snapchat) it has a message which says "unable to use accessibility camera switches while using camera in any app" and the "scanning" and the purple border goes away. i tried to restart my phone, download an anti virus and delete some stuff that could be viruses and it still is here. it uses so much battery and keeps the back button and multiwindow button always lighted up, makes the phone very hot, changes my keyboard and drops my frames per second
