Why doesn't Gmail app use rich text formatting

Hi: Does anyone know why a big app like Gmail doesn't use rich text formatting for tablets? You can embed a photo in an email on a laptop but not a tablet. I do have an app that allows me to do this, why can't Google do the same thing? I have read about the Gmail update that has addressed this, my version is 6.10.9136347105 but I can't see a place in settings to turn on rtf . Just found out how to access the text format, now why can't we embed photos in the app instead of sending an attachment?
