Disable Power-On PIN for Owner Account

I set up 4 Galaxy Tab E (android 6.0.1) devices with an owner account - and secondary users accounts. Intending to retain ownership of tablets taken out of the office, allowing Users app rights, etc.
A restart or power-on of the device requires ownership password. Giving the owner PIN negates the whole idea of an Owner account.
So, I removed PIN.
Powered off, powered on, no PIN required. Good except neither was the PIN required to access the owner account. Again - negates the Owner account to allow 2ndary users access.
Reinstated PIN - no option given for lock screen on/off as I'd seen in several forums. It only asked about notifications on the lock screen.
Is version 6.0.1 (Verizon isn't pushing any updates, btw) different or am I missing something?
