Huawei P8Lite. I have available data. Have a Wifi hotspot at home so permanently enabled. I leave Mobile Data enabled for when I leave the house. As long as WiFi is enabled the phone refuses to use mobile data (to send) even when the WiFi is not connected to anything.
Very annoying having to remember to disable WiFi when I go out the door and then enable it when I get home.
