Full screen pop ups persist even after factory Reset?

I have even tried a full factory reset they are not seen by clean master , kaspersky I have reset my small mi-fi dongle they pop up in front of everything for űber or play store apps have screen shots but nothing so far let's me know where they even come from

I occasionally get pop-ups of the malicious or at best annoying kind when connected to wifi. I add them as named sites to my broadband shield and have no further trouble from them.
