Why am I getting a insufficient storage warning?

Hi I have read other posts with people having this issue, butI can not seem to find a solution and am confused why I am getting this warning, so I felt it would be best to explain what is happening.

I have a Droid MAXX 2 and my internal storage is showing it is at 15.48 GB out of 16. Since seeing this I have uninstalled 3 large apps (Spotify being one -855 MB-) but there has been no change in this number.

I no matter what I do the number isn't going down. I did the most recent update, I have cleared cache and data . Still nothing.

Does anyone have a solution to this?

Yes here are the following screen shots . Last night I went through and deleted nearly all photos, videos, and music on my device. Still no change.

As for apps, I only have a few installed that didn't come already installed on the device - Venmo, Uber, Wellsfargo, and Textra (these have been on my phone for about a year) . Previously I was able to have many additional ones - for example - at one time Pokemon Go, Yelp, Doordash, as well as the others named previously.

If you have any idea how to fix this it would be much appreciated. Last night I got it down to 10.47 GB internal

Yes that is correct, I have Verizon so there are pre loaded apps that cant be removed.

when I go to the app list it does not help it shouldn't even add up to 6 G

I cant install total command or solid explorer because I get the insufficient memory dialog box when I try
