Turning off mobile data in Android 5: does Cyanogenmod allow it?

The missus just bought a Blu Advance with Android 5 and noticed that unlike KitKat, the ability to easily shut off mobile data is gone. Reading around, I see that is a "feature". We gave enough access to wifi and don't feel the need to be always connected, so our plan is just a .25 a day, yes a quarter, plan. We don't want to buy data and don't want to accidentally trigger it. Is there any easy way to keep mobile data off in Android 5? Is it easier in something like cyanogenmod?
 
There are 2 ways to turn off mobile data in Android 5.0 Lollipop:
1) Using the quick toggles (swipe down twice), click on the network signal icon, then make sure the slider for cellular data is switched to the off position.

2) In the Settings menu: Click on the Data Usage button, then, just like the quick toggle method, switch the cellular data toggle to off.

I don't quite know what you mean when you say that you cannot turn off data, the option has always been there, even in the latest version of android (7.0 Nougat)

Edit: If the Blu phone you are talking about runs on (almost) stock android, then turning off data is the same in CM, and the stock rom. I'm not familiar with Blu phones though, so I'm not certain.
