My device has been encrypted by an outside source

An official looking FBI document appeared stating that I must send them 500 dollars immediately to uncrypt it. I can't turn it off and it warns me to take any action to dispose or bypass it. This has to be a scam. Is there any solution?

Your device has been hacked with ransomware by the sound of it. What device have you got? Do you have any control over it? If you long press power key, does that turn it off? Removable batteries come on handy here..
Can you turn off data/wifi connections? Obviously don't give anyone any money....
Go on other device/pc and change all passwords in all accounts! everything! If you join the forums we'll talk you through it...
