How do I enable WiFi calling ONLY for international calls?

WiFi calling on my phone tends to have bad quality so I would like to use it only for the rare international calls I make, so that I can stop paying extra on my phone plan for international calling. How do I enable WiFi calling for international calls without making all of my calls route through WiFi?
 
You don't.
There is only one phone system in the device. You can pick "cellular" or "wifi" for the communication, but there can be only one active at a time.

When you go to make an international call, you just manually switch over to wifi, make the call, then manually switch back to cellular. Each time you switch between the two systems, it takes a few seconds for the client and server systems to reconfigure themselves.
 
Welcome to Android Central! It's also important to distinguish a wireless company's wi-fi calling (which will still be billed on your wireless plan at the specified international rate) and a VoIP service like Skype. If you turn on wi-fi calling, you're still using your wireless plan, and so you're not going to save any money.
