Why doesn't my Android Pay work??

[AC Question]

I was at Vons (Safeway) in Southern California just now (3/1/17). We held my phone to the side and to the top. Nothing worked. Am I doing something wrong?

Which version of android?
Which carrier?

Is the credit card you are trying to use compatible with Android Pay?
Is that Safeway store setup to correctly use Android Pay?

Does the phone have NFC and was it turned on?
