Galaxy Tab 10.2 SETTINGS does not have ability to Add User...

I inherited a Galaxy Tab 10.2. I reset to factory and started it all over with my Google info. I did not attach my existing Samsung account to the tablet. It is running 4.2.2 and is a GT-P5113. I've read about loading Nova Launcher but that did not work. I read that I need to reflash the Rom. Not something I'd to do. If this has been answered before then please pardon my duplication as I'm new here and I did not find it in a search.
