Using Mobile HotSot with just WiFi enabled and no valid SIM

I have a Samsung Galaxy S3 (unlocked T-mobile but currently with no valid SIM) and am working on an App where I connect my S3 to WiFi. At the same time, I want to turn on Mobile HotSpot to connect another device to my phone. Essentially I am providing internet connectivity to the device via my phone.

I am getting "Insert SIM card to use Mobile HotSpot and tethering" error. I tried FoxFi and Hotspot Control apps but those are also not able to turn on the HotSpot.

What are my options here to enable Mobile HotSpot and keep the internet connectivity active at the same time? I would appreciate any help.
 
Unless I've misunderstood you, you will need a SIM in the phone before you can tether the other device.
 
A hotspot is a wifi router that connects your SIM-connected internet connection to devices using the phone's wifi hardware - you can't connect to both the internet AND the other device at the same time. (And there's no need to - if the phone can connect to the wifi signal from your router, the other device can too - it doesn't need a hotspot [which will only cut the connection speed by about half, anyway].)
 
not really. I found many other pages where people talked about enabling HotSpot without a valid SIM. Just that I wasn't able to get it on my Galaxy S3. Hence my specific question.

I use my Galaxy S7 connected to WiFi and acting as HotSpot at the same time. This S7 has a Valid SIM card but during this setup, my mobile data connection is not used, rather WiFi is used.
