How do I turn off "safe mode"?

Running a phone in its Safe Mode is typically done only to diagnose a specific problem, it's not a daily usage way to do anything except for testing and checking your phone's functionality. To exit Safe Mode you'll need to power it off completely and just restart it in a normal way. If it's 'stuck' in Safe Mode and your phone has a user removable battery you might need to just pull the battery, wait a couple of minutes, and then put everything back together and start it up. If you have a non-removable battery, try holding down the Power button for several seconds until your phone powers itself off.
