hi I have a galaxy s6+ saying memory full but nothing is on the phone

My galaxy s6+ was wipe completely no app is download on the phone no picture or video is on the phone, and I'm not able to download anything because it's saying memory full which I have nothing on the phone. System memory say 31gbut use and nothing is on the phone
