can I remove a widget without uninstalling the app?

I'm seeing some conflicting advice on the www. I am trying to remove widgets because they drain the battery. I move them to the top of my phone screen, position them over the "remove" / garbage can icon, and hear a "poof" sound.

But the widgets don't go away. sometimes there's an error message saying "this widget cannot be removed", but even without the error message, the widget is not removed.

Do they drain battery life?
If so, is there a way to delete them without uninstalling the app?

Which phone do you have? A widget can use resources... Just depends on which widget. In general you can remove a widget without removing the app.
