    I use an LG Optimus Exceed 2 phone with kitKat 4.4.2

    Is there a way to format the SD card to where it is seen as internal storage?

    No, because Adoptable Storage was introduced with Marshmallow. If you root the phone and use an app like Link2SD or App Mgr III, you might be able to move your apps (or at least a larger portion of an app) to the SD card.

    I tried that once with the other motherboard I had which was rooted, but didn't work. Something about the hardware I think not allowing it to be done.

    I did format one partition as FAT32 and the other as EXT3 and moved some things to the SD card. When I went to remove the EXT3 partition I saw it had like 250MB used.

    Also when moving what apps I could to the SD card my available internal storage increased.

    I don't have any rooting experience myself, so I can't say for sure that there's no way to do it on a rooted phone. Sorry, I thought you were initially asking about unrooted phones.
