App permissions vs. All permissions

When I installed Outlook, it asked for permissions to wipe the phone (I guess it's an enterprise thing?).

Anyway, when I look at the app permissions for Outlook, I disabled everything (Calendar, Contacts, Location, Storage). But when I click on the "All permissions", one of the thing that is listed is

Storage
modify or delete the contents of your USB storage
read the contents of your USB storage

Which setting takes precedence? The "app permissions" setting I chose, or the "all permissions" settings that I can't change?

The app needs to be able to write to SOME sort of storage or it won't be able to keep a local cache.

By the way - I think that wipe is more than an enterprise thing, if you log in to the Outlook web app once you have your account liked you should have a capability to wipe the device from there. THAT is what that's for.
