Welcome to Android Central! Which phone, and which carrier did it originate from? A UICC is a secure kind of SIM card, and it sounds like your phone is requiring you to use a UICC card from that carrier only: https://www.techopedia.com/definition/9812/universal-integrated-circuit-card-uicc. In other words, the phone doesn't sound like it's unlocked.
