App not listed in "Apps that can appear on top".

An app I use is requesting storage permissions every time I open it, I want to allow it those permissions. When I press "OK" it takes me to the settings for the app. When I try to enable the storage permissions, it gives me the screen overlay error message telling me, "To change this permission setting, you first have to turn off the screen overlay from Settings > Apps", giving me the option "open settings".
This takes me to the "Apps that can appear on top" section of the settings.
That should be the end of my problem according to every article I've seen so far. However, seeing as I'm posting here, it is not.
The app I want to change the setting for is not listed there.
What can I do to change the setting otherwise?
 
When you are in that menu (apps that can appear...) look for three dots on top right corner. Tap those and select show all/system apps.. You may find it there..

My Note4 (6.0.1) doesn't show in window for that but is on the other settings...app used to work. Thx!
 
The "app that can appear on top" may be an app that's appearing on top of the one whose permissions you're trying to change - you can't change permissions on an app that's overlaid by another app. It's "the other app" you have to change the "on top" setting of (only until you change the settings of the app you want to change the settings of - then you'll probably want to put the "on top" setting back on the app that had it).

Quite often it's an app that has something to do with screen brightness.
 
Welcome to Android Central! You'd probably have to talk to the developer and ask them to add that feature to the app.
