Encryption unsuccessful message on Telstra T83

For some reason my mobile (Telstra Dave T83) has come up with as message

Encryption unsuccessful
Encryption was interrupted and can't complete. As a result, the data on your phone is no longer accessible.
To resume using your phone, you need to perform a factory reset.

So I pressed the reset phone button> wipe data/factory reset>yes>reboot system now. Still the message is there. I have tried wipe cache partition as well. Does having the SD and sim card in or out have any effect.

Does anyone have any idea why the factory rest won't work.
