Why can't I install any apps?

I have a samsung galaxy tab 4 7.0 wifi only. I can't install anything. I keep getting a message that my storage is full and I need to delete some apps. But at the top of the message it shows a bar to indicate how close you are to having the space you need and it says ready with a check mark. When I click the OK button it says the play store has stopped working and needs to close. I tried to clear the cache. I also tried to do a factory reset. I also downloaded Kies 3 and did a reinstall of the the operating system that way. Nothing has worked. with fresh install I tried to download minecraft PE and it downloads but won't install and gives me the error but the list says no apps are installed and I have enough space. After clicking ok the App store crashes.

Have you tried signing out of Gmail and signing back in?
 
I tried removing my google account and signing back in. I still have the same issue. Just to give a little background info that might help, this is my kids tablet. I have my own that I have everything signed in a functioning. Because my kid is only 8 I use my google account on his tablet so I can buy apps for him like minecraft PE. Everything was working good until 2 or 3 months ago when this issue started. My tablet is identical to his except that mine is a Nook and his is the standard wifi model. Mine functions perfectly, his is having issues. Both are running android 4.4.2. Since I reinstalled everything I haven't tried to clear the cache and data for the Play store. I kind of thought it was redundant after doing a fresh reinstall. I just cleared the cache and date for the play store. Now I get an error that says it can't install the app. It says it can't be installed on SD/ USB storage. It says error code 81.

I think I figured something out but I'm not sure what to do about it. After the last message I got it gave me an idea. I unmounted the SD card and then tried to install stuff and it worked. So for some reason it won't install anything with the SD card mounted, but with it unmounted everything works fine. I haven't modified this tablet at all, but it sound like the default install location was changed to the SD card. As far as I know that isn't possible without modifying the operating system. Is there some other possibility?
