how to stop previous settings/data appearing after factory reset

I have a Keyone and after a factory reset, many of the apps such as the phone app contains recent contact information from the previous installation. I've turned off backup and sync data in my Google account so I'm at a loss how these apps are retrieving the information. Can someone help me stop this data re-appearing after a factor reset? Thank you.
