Why does the message

Yesterday I crossed over from the US to Mexico, I switch the mobile network from GSM to Automatic, and the phone restarts wotj no problem whatsoever. After I received a call later that day, the message "Caller ID keeps stopping" poppped up and now I cannot access my text messaging app and will not allow me to make calls. I tried reseting the caller ID app, restarting the phone and changing the mobile network back.
