How to dial without international country code?

Whenever I get a call, it shows the number including the country code (e.g. +591 733-3333). This applies also for local calls.

If I choose to store the number or call back, android will also dial the whole thing, which doesn´t work with my carrier (or any carrier in my country) if you're trying to make a local call (I have to dial only 733-3333 in this example).

Is there any way to dial the number without the country code? Without having to edit and remove it manually.
 
Which phone?
Which version of android?
Which carrier?
Which country?

Here in the USA were are at the point of requiring all 10 digits (including the area code) for local and long distance calls.
