cannot make calls after changing wi fi location

when making calls it says not registered on net work

That means the carrier network. Bring the phone into your carrier and ask for assistance. It could be a bad SIM card, it could be a bad SIM port, it could be that your account isn't provisioned properly. (Or it could simply be that your carrier has no coverage at that spot.)
