Make mobile browser font smaller

I've tried 6 different browsers but I haven't found a setting that makes text on mobile sites smaller. Accessibility settings only make a difference if it's a desktop page that is shown through the mobile browser. Android settings only change system fonts. What's the use of a large screen if I see as many words as on a small screen?

I have 2 browsers on my phone, Google Chrome, and Samsung Internet. Chrome I can't change the font size, it has settings for it but nothing happens.

The Samsung browser let's me change font size and it actually works, it's within the settings of the app.

Also if you have nougat you should have in the developer options the ability to adjust display scaling, that may or may not adjust the web browser.
