Lock out mobile data by location

Okay here's the deal when my kids are at home I want to force them to use the WiFi. I want them to turn off their data package when they're at my house within a certain range and then turn it back on when they're not at the house.

I can do this with Tasker or some other similar app but that doesn't lock them into WiFi. All they have to do is turn the wifi off and Bam there back on the internet.

Is there a way to lock them into WiFi or to prevent them from making any changes to their settings for mobile data or Wifi when they're in a certain range?

I have a voucher system setup on my local network for Wired and wireless connections but if they just go to their phones data package they're back online and that will circumvent the voucher system.

Any input will be greatly appreciated thank you
 
Tell them to turn on their wifi when home or use Tasker like you know about. If they can't abide, take out the sim card or take away the phone.
 
What he said. You're the parent. Tell them if they don't follow your rules, you'll cancel their phone lines. My mom did that to my sis. She didn't believe and she called the carrier helpline and explained to them that she wanted to do a temporary line cut to teach my sis a lesson. My sister learned her lesson and my mom reinstated the phone line.
 
I used Tasker for the same function before I got unlimited data. It works every time, but there's no way to actually prevent anyone who knows how, to turn wifi off and mobile data on. Maybe some parental mode can do that, and if they don't know the password, they can't get around it (or maybe that's an idea for future versions of Android - but I doubt it - carriers make money if you overuse mobile data, they don't make anything if you use wifi).
