Android Auto app will not accept voice commands

when I say OK Google and ask the android auto app to play music or make a phone call, I get the message; OK but you must exit the app and touch notifications to set permissions. I have attempted to do this with no success.
 
Welcome to Android Central! Which app were you setting permissions for? Go to Settings>Apps​, select Android Auto, then Permissions. Are permissions turned on for Phone and Contacts?
 
What's the exact message you get about having to exit the app and set permissions? I'm trying to figure out if they mean permissions for the Android Auto app or some other app. Also, you're not talking about a car stereo with built-in Android Auto, are you?
 
Android Auto app on Galaxy S8 paired to a Jabra Highway via Bluetooth.
When I say OK Google and ask the android auto app to play music or make a phone call, I get the message; "Sure, but when it is safe, exit the app and touch Notifications then we can set some things up"
This is to the best of my recollection. See attached for Permissions and Notifications enabled.

When you get that message, what happens after you exit the Android Auto app and then swipe down the notification panel -- is there something there related to Android Auto that's prompting you to do something?
 
It's an odd sounding message -- the next time it happens, try to write down exactly what it says, and let us know.
 
Here is is verbatim;
"Sure, but when it is safe, you will need to exit the Android Auto app and tap the Notification then you can let me access some things on your device"
