why my settings is not opening

Sir i had uninstalled preinstalled app so i can't open the wifi.Bluetooth.data.factory reset and many more settings

If you have removed os files you will need to completely factory reset the phone, unless you know of a way to side load the file you're missing, which it does not sound like you are able to do. Good luck.
