Turn off premission to add contacts

Are you saying that you're unable to add new contacts due to permissions problems? Which phone do you have?

Go to Settings -> Apps -> Contacts and add permission to access your contacts.
Do the same for Settings -> Apps -> Contacts storage (and/or Google contacts storage)
