No, unfortunately it isn’t possible. There were rumors that Microsoft was working on a system to allow Android apps on Windows phones, but it never happened.

Android has to be rewritten for every model of phone, because the hardware is different on every one. No one has yet written a version of Android for any Windows phone. (If you want to try, start with the AOSP version and work from there, but you'll have to write Windows probes first, to find out where all the hardware lives (addresses) and how it works.)
