How do I copy over EVERYTHING from my Fire 7 tablet over to another Fire 7 tablet?

Most of them you can't (like settings, parental controls, app settings, etc.) Most major browsers allow you to back up a browser, then restore another copy of it. Apps can be backed up (one at a time) with App Backup & Restore or you can back up the apps and their data (for most apps) with Helium.

But cloning the phone would require backing up all partitions in storage, then restoring them to the other tablet. And that's not something that anyone can give you instructions for - it takes knowledge and experience.

There is an app called CloneIt, but I'm not sure if it does what the name implies. Perhaps you should take a look what it does...
