    I am having issues with Google Assistant and on my car's Bluetooth command system. Is there a way to revert my Pixel XL to an earlier version of Android that doesn't have Google Assistant "built in?". I want to use Google Now instead.

    BTW, I've tried the language pack tricks with no success.

    The earliest version for the Pixel XL is 7.10 (Oct 2016), and it had Assistant in it. You could try LineageOS - it doesn't come with any Google apps, you have to install GApps. So you can install the minimal version of GApps, which might not include Assistant.
