Failed to obtain IP Address, tried all possible software solutions, hardware issue?

I am wondering if this is a known hardware issue and if it is, what is wrong?

what i have tried:
1. Rebooting , Restarting, Restoring to Factory Settings, Airplane Mode, disconnecting wifi, removing password, reinputting password.

2. multiple wifis including secured and unsecured networks all with the same result including McDonalds

3. manually inputting the static IP address.

4. Rebooting the router, changing the router security settings.

It could be. If it is, and you see Wifi signals, it could be a bad Wifi transmitter (which is part of the motherboard). (If you don't see any signals, it could be a bad Wifi transceiver or it could be something as simple as a disconnected Wifi antenna.)

Have you put in an address that the router isn't leasing (some routers won't accept a static address within their DHCP range) but is within the gateway address range? In other words, if the gateway address is 192.168.0.1, you'd have to put in an address of 192.168.0.<something outside its DHCP range, not 0, not 255>.

Does the router have any addresses in its DHCP range that aren't already assigned? (If they're all filled, you can't get one. There are only 252 addresses available for non-commercial routers.)

Troubleshooting Wifi online like this is difficult at best, but unless the phone is fairly new (and a top of the line model), it's probably cheaper to replace than repair, and it probably is a hardware issue.
