How to disable changes to Android settings?

I got my teen Samsung Galaxy S9 running Android 8. I want to prevent him from making changes to settings. For example, I don't want him to make changes to location services. Is there a way to do that?
 
Thank you. First swipe down and select settings. When in settings go to users. In there you can add users and what can be accessed. Hope this helps.
 
You should treat it like the computer that it is. Follow the above advice. I don't know your childs age but a parental control setting and app can be useful.
