What powers do app developers have with permissions?

If someone become a app developer is it really possible to access someone phone photos if they accept storage permissions on their app? any app developers know of this? or do the app developer got to be from a unknown source using malicious coding to pull this off? tired of hearing this is a conspiracy and app permissions is only for a app to function. They say even cracked or modded apps can't cause permissions don't work like that. what is the truth?
