Messenger wont download on my tablet nor will it download on my phone

Messenger froze up so I finally uninstalled it couldn't get it to reinstall after that tried everything that I knew then called 611 on my phone the man told me after much speaking about it on both our parts that it would now work for me if I turn my tablet and phone off and after about 10 seconds turn them back on I waited about 2 minutes thinking that I would insure it's working ability turned them both back on and tried to down load on both devices but after 18 hours of waiting still not installed or downloaded I'm frustrated the app froze up 4 days ago and I don't know who to turn to paying for this and can't use it can you please help
 
Welcome to Android Central! Are you talking about Facebook Messenger, or some other messenger app? How were you trying to reinstall the app -- using the Play Store app on the device, or the Play Store website on your computer?
 
I think you misunderstood the man you were talking to. If you uninstall an app, it's not going to install again by itself. You have to reinstall it first, yourself. Then it should work. (Your account probably wasn't set up for texting - he changed that, but the phone and tablet have to be off for a few seconds for the change to take effect.) If you're looking for the particular messaging app that was on your phone, you probably won't find it, but Android Messages will work just as well (for now - as time goes on and we adopt more of Rich Messaging Service, it will work better than most.)

I don't think you were talking about Facebook Messenger, because he wouldn't have told you to turn your devices off it that wasn't working. (He can't reset the APNs from his end, he would have taken you through changing them on your end.)
