How to transform user app into system app

[Android Central Question]

I want to make my Prey Antitheft a system app, so no one can uninstall it (even via hard reset), clear the data or force stop it, but I don't want to root my smartphone, I want to do this by other means, maybe USB debbuging via adb shell?
There's a way to?
And how to I save the app data into a "system data" (so if someone hard reset it, it won't will clear the data)?

If you have TWRP installed, you could try using its File Manager to move the APK while in recovery. Regardless, you will need to have an unlocked bootloader.
